2014年杭州高新开发区引进海外高层次人才创新创业

“5050计划”创业项目征集公告

为大力引进能够突破关键技术、发展高新技术产业、带动新兴学科的创业领军人才，打造具备一定国际竞争力的人才特区，根据《修订印发〈关于实施海外高层次留学人才来杭州高新区（滨江）创新创业“5050计划”的办法〉的通知》（区办[2012]37号）和《关于批转杭州高新开发区（滨江）“5050计划”实施细则的通知》（区办〔2013〕7号）精神，杭州高新开发区特向全球征集海外高层次留学人才创业项目。现将有关事项公告如下：

一、申报对象条件

“5050计划”将重点引进和集聚一批能够突破关键技术、发展高新产业、带动新兴学科的科学家和创业领军人才，申请人及其创业项目需同时具备以下条件：

1、一般应在海外取得硕士学位且工作五年以上，或取得博士学位且工作三年以上；

2、有海外创业经验或曾任国际知名企业中高层管理职位；

3、拥有自主知识产权，其技术成果国际领先，或填补国内空白，具有产业化开发潜力；

4、申请人本人占股30%以上，或海外高层次留学人才创业团队和海外跟进的风险投资占股50%以上；

5、创业项目为我区鼓励发展类重点产业，主要包括通信设备制造、软件研发、数字电视、集成电路设计、安防设备制造、电子商务、计算机及应用、生物医药、新材料、新能源与节能、环境保护等；

6、2011年1月1日以后来我区投资创业，或有意向来我区投资创业；

7、企业财政收入级次必须在杭州高新开发区（滨江）范围内。

二、资助政策

（一）创业扶持

1. 产业化扶持政策。创业项目由国际顶尖人才全职参与，或创业项目已进入产业化阶段，市场潜力大，能够引领和带动产业发展，经评审后，可确定为“5050计划”产业化扶持项目，并享受下列政策：

（1）产业发展资金：给予最高1000万元的产业发展资金；

（2）股权投资资金：根据企业申请，区产业发展基金给予最高1000万元的股权投资；

（3）银行贷款贴息：给予三年内最高1000万元银行项目贷款的利息补贴，区担保公司优先提供担保服务；

（4）办公场所补贴：根据项目实际需要，安排合适的办公、生产、经营场所，并给予三年全额的租金补贴。优先安排入驻海外高层次人才创新创业基地，并给予相应房租补贴。

2. 创业发展扶持政策。创业项目处产业化前期，产品已实现销售，经评审后，可确定为“5050计划”创业发展扶持项目，并享受下列政策：

（1）创业发展资金：给予最高500万元的创业发展资金；

（2）股权投资资金：根据企业申请，区产业发展基金给予最高500万元的股权投资；

（3）银行贷款贴息：给予三年内最高500万元银行项目贷款的利息补贴，区担保公司优先提供担保服务；

（4）办公场所补贴：给予江南区块三年500平方米以内最高30万元/年的办公场所租金补贴。优先安排入驻海外高层次人才创新创业基地，并给予相应房租补贴。

3. 创业启动扶持政策。创业项目处于培育孵化阶段，具有较好的产业化前景，经评审后，可确定为“5050计划”创业启动扶持项目，并享受下列政策：

（1）创业启动资金：给予50万元的创业启动资金；

（2）银行贷款贴息：给予三年内最高200万元银行项目贷款的利息补贴，区属担保公司优先提供担保服务；

（3）办公场所补贴：给予江南区块三年200平方米以内最高10万元/年的办公场所租金补贴。入驻海外高层次人才创新创业基地的，给予相应房租补贴。

创业启动项目经培育孵化成熟后，可申报上述“创业发展扶持政策”或“产业化扶持政策”。

（二）人才激励

1. 千人计划奖励。国家和浙江省“千人计划”入选者，给予每人100万元人才奖励。鼓励企业引进培育国家和浙江省“千人计划”入选者，每新引进或培育一名国家和浙江省“千人计划”入选者，分别给予企业20万元、10万元奖励。

2. 人才住房保障。新引进的创业领军人才、创新领军人才和在海外获得博士学位的留学人才，与企业签订3年（含）以上劳动合同并按规定缴纳社会保险的，可优先安排人才公寓，并给予三年租金补贴；未租用人才公寓的，可分别申请每人每月3000元、1500元和1000元的个人住房公寓租金补贴，补贴三年。国家、浙江省“千人计划”专家和区“5050计划”重点入选项目申报人，自购首套商品房且房源在滨江区范围内，可给予购房款30%（最高不超过60万元）的安家补贴。

3. 骨干人才奖励。“5050计划”入选企业内科技管理人才股权转让、未分配利润转增注册资本等形成对区贡献的50%给予奖励。企业内的技术和管理骨干人员，按照现行的人才激励政策可给予20万元以内的奖励。

三、申报方式

“5050计划”创业项目常年受理。分阶段集中评审。

THE 2014 SOLICITATION BULLETIN OF THE INTRODUCTION OF OVERSEAS HIGH-LEVEL TALENTS INNOVATION AND ENTREPRENEURSHIP TO HANGZHOU HIGH TECH ZONE (BINGJIANG) PROJECTS – “5050 PLAN”

To vigorously introduce pioneering talents to make breakthrough technologies, develop high-tech industry, drive new branch of science, building a talent zone with certain international competitive advantage, according to the “revise issued on the detailed implementation of overseas high-level talents to Hangzhou high tech Zone (Binjiang) ” 5050 plan ” (District office [2012]37) and “the Hangzhou high tech Development Zone (Binjiang)” Notice of the detailed rules for the implementation of the “5050 plan” (District Office (2013) 7) , Hangzhou high tech Development Zone now collecting high-level overseas talent pioneering project to the globe. The related matters notice as follows:

1. Terms and conditions

“5050 plan” will focus on the introduction and gather a group of scientist and leading business talent to make breakthroughs in key technologies, development of high-tech industry , the applicant and the entrepreneurial projects must meet the following conditions:

1.1 The talent should generally holding a overseas master degree and work for more than five years, or a PhD and worked for more than three years;

1.2 should have overseas business experience or served as senior management positions in well-known international enterprises;

1.3 owns independent intellectual property rights, its technological achievements leading international, or could fill the blank in domestic area, with industrial development potential;

1.4 the applicant should hold more than 30% of company’s share, or the high-level overseas talent team and overseas venture capital firm follow up investment accounted for more than 50% of the registered capital;

1.5 encourage the development of venture project of key industries in our district, including communication equipment manufacturing, software development, digital television, integrated circuit design, security equipment manufacturing, electronic commerce, computer and application, biological medicine, new materials, new energy and energy-saving, environmental protection etc.;

1.6 invest and start business in our district or have the intention to invest in our district after January 1, 2011;

1.7 enterprise fiscal revenue level must be in Hangzhou High-tech Development Zone (Binjiang) range.

2. Funding policy

2.1 business support

2.1.1 Industry support policies. Enterprise project by the international top talent to participate in full-time, or entrepreneurial project has entered the stage of industrialization, large market potential, could lead and drive the development of the industry, after evaluation, can be identified as the “5050 plan” industrialization supporting project, and enjoy the following policy:

a. Industry development fund: could provide maximum 10 million Yuan Industrial Development fund;

b. Equity investment funds: according to the enterprise application, region industry development fund could provide maximum 10 million Yuan equity investment;

c. Bank loan interest subsidy: Provide up to 10 million Yuan bank loans interest subsidies in three years’ time, district Guarantee Corporation given priority to provide security services;

d. Office rent subsidies: according to the actual needs of the project, arrange proper place for company’s production, operating, business office, and give full rent subsidies for three years. Given priority for those enterprises settled in the overseas high-level talents innovation base, and give the corresponding rent subsidies.

2.1.2 Enterprise development policies. Entrepreneurial projects at the early stage of industrialization, the product has start hitting stores, after evaluation, can be identified as the “5050 plan” selected project, and enjoy the following policy:

a. Entrepreneurship development funds: Provide entrepreneurship development funds of up to 5 million Yuan;

b. Equity investment funds: according to the application of enterprise, region industry development fund provide up to 5 million Yuan of equity investment;

c. Bank loan interest subsidy: Provide up to 5 million Yuan bank loans interest subsidies in three years’ time, district Guarantee Corporation given priority to provide security services;

d. Office rent subsidies: provide within 500 square meters and highest 300 thousand Yuan per year of office space rent subsidies in Jiangnan area for three years. Given priority for those enterprises settled in the overseas high-level talents innovation base, and give the corresponding rent subsidies.

2.1.3 Start-up supporting policies. Entrepreneurial projects in incubation stage, has a good industrial prospects, after evaluation, can be identified as the “5050 plan” selected project, and enjoy the following policy:

a. Start-up capital: give 500 thousand Yuan of start-up capital;

b. Bank loan interest subsidy: Given up to 2 million Yuan bank loans interest subsidies in three years’ time, district Guarantee Corporation given priority to provide security services;

c. Office rent subsidies: Give within 200 square meters and highest 100 thousand Yuan per year of office space rent subsidies in Jiangnan area for three years. Given priority for those enterprises settled in the overseas high-level talents innovation base, and give the corresponding rent subsidies.

Start-up projects researched a mature level in incubator, can apply for the “entrepreneurial development policies” or “industry support policies”.

2.2  Talent Incentive Policy

2.2.1        Reward for The Recruitment Program of Global Experts. National and Zhejiang province “The Recruitment Program of Global Experts ” finalists could receive award up to 1 million Yuan per person. To encourage enterprises to introduce or cultivate finalists for National and Zhejiang province “The Recruitment Program of Global Experts “, Enterprises will receive up to 200 thousand Yuan if they introduce one finalist and 100 thousand Yuan if they cultivate one finalist.

2.2.2        Talents housing security system. Entrepreneurial talents, innovative leading talents and talents who hold a overseas doctor’s degree, after signed a 3 years (including) contract with enterprises in the zone and pay social security in accordance with the provisions, could have priority right to the talent apartment, and receive three years of rent subsidies; those who did not rent the talent apartment, may apply for rent subsidies ranging from 3000 Yuan to 1000 Yuan per person per month for three years. National and Zhejiang province “The Recruitment Program of Global Experts ” experts and the area “5050 plan” key applicants who meet the house allotment conditions, could purchase 1 house on special rate; talents who did not take the house allotment plan, could receive relocation allowance up to 30%(no more than 600 thousand Yuan) of the house purchase price when they buy their first house in BingJiang district.

2.2.3        Key talents award. Contribution to District from technical and management staff equity transfer and undistributed profit of registered capital from “5050 plan” selected enterprises could receive 50% of the contributed fund as reward. Key technicians and management staff in these enterprises could receive a reward up to 200 thousand Yuan.

3. Application Methods

“5050 Plan” innovation project acceptance throughout the year. Concentrate review by stages.
